Council Member Tiffany Cabán Criticizes Commissioner Tisch's Decision Not to Discipline Lt. Jonathan Rivera for the Killing of Allan Feliz

August 20, 2025

New York City

In response to NYPD Commissioner Jessica Tisch ignoring a plea by the Civilian Complaint Review Board and overruling a judge’s recommendation that Lt. Jonathan Rivera should be terminated, New York City Council Member Tiffany Cabán released the following statement:

“In an all too rare ruling, NYPD Judge Rosemarie Maldonado found Lt. Jonathan Rivera guilty of a serious violent felony for the killing of Allan Feliz and recommended he be fired.

Before shooting and killing Allan Feliz, Lt. Rivera also shot a 15-year old child. These are just two of the almost 40 misconduct allegations and lawsuits against him.

The family of Allan Feliz should be breathing a sigh of relief that Lt. Rivera no longer has a gun and badge. Instead, they are reeling in shock and disappointment that Commissioner Tisch has decided to ignore the judge’s recommendation.

Commissioner Tisch is sending a clear message: there will be no accountability when police officers murder New Yorkers. We are all less safe while this Commissioner refuses to hold officers accountable.”
